Localize category column and filter label in LaborResource table

formatStateUsing looks up localized category name from LaborCategory
so 'Anvelope' shows as 'Шины' (ru) / 'Tires' (en). Filter label
uses __('Categorie') to avoid the auto-derived 'Category' (English).
