Disable pagination on labor catalog so all categories are visible

With collapsedGroupsByDefault() the 386 rows are fetched but not rendered in DOM until expanded — no perf issue, all 17 group headers now visible without needing to navigate pages. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
