i18n(nav): add Protocoale forsunki (was missing from all 3 nav.php files)

Previous sed insert-after-'Programări' silently failed because that key didn't exist. Now placed alphabetically after 'Procentaj' in all 3 lang/nav.php files. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
