Fix labor catalog group headers to show localized category names

Defines a proper Tables\Grouping\Group with getTitleFromRecordUsing so
group headers use the locale-aware label from LaborCategory::optionsForSelect()
instead of the raw DB value with Filament's hardcoded "Category:" prefix.
