Fix LaborResource breadcrumb/heading to show 'Catalog manopere'

getPluralModelLabel now uses nav.label.Norme-ore (already translated
to 'Catalog manopere'/'Каталог работ') so breadcrumb and page heading
match the sidebar navigation label.
